It was Pierre Bardou, son of the founder of the JOB cigarette paper company who, thanks to the family fortune, first bought a house in rue E. Zola in 1852 and then in 1872 other neighboring houses and built the first workshops lit by a glass roof.
When he died in 1892 and after the construction of a new factory across the street, his politician-in-law Jules Pams would finally be able to transform the house to his liking. He called on the architect Léopold Carlier (1839 † 1922) who would remodel the monumental staircase with paintings by Gervais, the ceremonial salons and unify the patio-garden and its art nouveau galleries.
When his wife Jeanne died in 1916, Jules Pams remarried two years later with Marguerite Holtzer who sold this hotel in 1946 to the city of Perpignan.
